This dress is all about color. The bright blue is really flattering to her skin and hair. And, while the sheen of the fabric ups the fancy-factor a bit, the wrinkles (which we're assuming are on purpose) keep it from looking like it belongs at the prom. The same overall look of this dress could be achieved with a blousey top, or a dress with sleeves -- the main idea is to find something in a bright, fun, flattering color.
