Exfoliation is key.

Fernandez has two tricks that she swears by. The first is to put a little warm water in the palm of your hand, take a sugar packet and empty it into the water to make a paste and gently exfoliate with the sugar paste and then rinse off. Or take a tooth brush or mascara wand and take a little bit of eye cream and brush the lip in a circular motion. Finish by wiping off for sleek lips.
